Nineteen administrative districts and district-free cities in Schleswig-Holstein, Mecklenburg-Vorpommern and Lower Saxony cooperate with the Free and Hanseatic City of Hamburg in Hamburg Metropolitan Region. Some 5 million people live and work here, at the interface of the major trans-European transport axes between Scandinavia, West, East and Southern Europe. Our region is the economic centre of North Germany.

With our "internationalisation strategy" we are pitting ourselves against competition from other international economic locations for investment and jobs in a globalised world.
The primary objectives of our cooperation are:
- Increasing international competitiveness, especially in business, science, transport, tourism and culture.
- Guaranteeing general public services in times of demographic change and tight public budgets.
- Developing joint approaches to regional planning and land use issues.
An efficient organisational structure and the "Operative Programme" are the cornerstones for implementation of these goals. The federal states and districts as responsible bodies of regional cooperation, as well as federations, trades unions, politics, tourism and economic promotion and professional bodies are directly involved in cooperation.
Our joint projects can draw on around EUR 3m of co-financing from our own development funds each year.
